N95 means it’s certified to block 95% of particles nad it’s 0.3 μm or larger in diameter. N95 masks have ability to get u 95% protection whereas surgical mask wont do. Phulmonary TB, measles required N95 mask because mycobacterium can make you infected when you a waring. N95 mask have 3 layer filter and have better designwheras dust mask wont.

N95 respirators are solely designed to reduce and prevent the user exposure to airborne contaminants. It is designed to filter smaller contaminants compared to the average surgical mask.
